NEUF 2011 - New Energy User Friendly
Public Consultations on the White Paper for the Low-Emission Programme in Poland

Poland is going over to the „green side of power” – its transformation from a high-emissions economy to a low-emissions one is unavoidable. There can be no doubt that this reform will be a real challenge for the country. One of the outcomes of this reform will be much higher energy prices which consequently can lead to carbon leakage and decline of Polish industry.  Bearing this in  mind Poland has to plan the transformation in the way least damaging for its economy.

 The Polish Public Board for the National Programme for Emission Reduction in consultations with more than 80 professional institutions and organizations  has prepared the White Paper, a realistic programme for the reduction of emissions. However, this Programme will not be implemented if it won’t be approved by the public. Thus, this year’s edition of the NEUF conference will be entirely focusing on public consultations in respect of specific tasks outlined in the White Paper. The approval of these tasks  by Polish society and their successful realization will give Poland a chance at increasing the competitiveness of the economy whilst building energy security and healthy environment.

 The organisers have invited experts from political, academic and business spheres to participate in the conference. These include: Decision-makers and experts from the European Commission, Prof. Jerzy Buzek, Chairman of the European Parliament and Chairman of the Public Board of the National Programme for the Reduction of Emissions, Waldemar Pawlak, Deputy Prime Minister, Minister of the Economy, Prof. Andrzej Kraszewski, Minister of the Environment, Marie Donnelly, Director New and renewable sources of energy, Energy efficiency & Innovation, Directorate-General for Energy, European Commission, top level management from the energy and industry as well as members of the parliament, prominent academics and journalists.

The conference which is an open and free-of charge event, should gather more than 250 participants. I am convinced that during  the conference  we would be able to work out how the main principals of the National Programme for Emission Reduction can be implemented in the Polish legal system and accepted and approved by the Polish society.

To a special discussion panel
‘Prosumer legislation in the energy sector’

Organizer: The
Polish Public Board for the National Programme for Emissions Reduction

The main objective of this discussion panel is to raise awareness among government representatives, MPs and entrepreneurs as to advantages that spring from legal regulations allowing small investors construction of small energy sources. Meant are such regulations that will not only enable heat and electricity production to meat own demand but also allow distribution and sale of the energy surplus to the network.

Speakers on the panel will include: Jarosław Tworóg, Vice-Chairman of the Board, National Chamber of Commerce for Electronics and Telecommunications, , Przemysław Zaleski, Vice-Chairman of the Board, ENEA Operator Sp. z o.o., the Polish Public Board for the National Programme for Emissions Reduction, managers from Gaspol S.A., General Electric, Globema Sp. z o.o., Wartsila Polska Sp. z o.o. and well as other enterprises from the energy and telecommunications sector.

The discussion panel will be moderated by Professor Krzysztof Żmijewski, Secretary General of the Polish Public Board for the National Programme for Emissions Reduction

Implementation of ‘intelligent networks’ increases the energy efficiency, facilitates connection to the network of dispersed energy sources as well as decreases network overload and minimizes the ‘black-out’ risk. Nowadays a number of factors enables development of intelligent networks.  Information technologies allow elaboration of new monitoring and system security methods that facilitate measuring, activization and visualization of records, wide use of sensors, models and consumption simulations. The change in energy consumption by the ultimate consumers is stimulated by growing awareness about energy policy and security as well as necessity to save energy due to shrinking sources of crudes and consequences for the environment.
