In order to accelerate the process of improvement of energy efficiency, a new legal act prepared by the European Commission – Directive 2006/32/EC on the efficient use of energy and energy services – entered into force on 17 May 2006. This act placed upon member states the task of undertaking actions to limit use of energy by end users by 1% per year over a period of 9 years, starting on 1 January 2009.
In order to execute the aims of the aforementioned Directive, an act on Energy Efficiency was drafted within the Ministry of the Economy. A core element of this act is the White Certificates System, i.e. a system of tradable certificates confirming energy savings. The market mechanisms used in the system simultaneously remain completely steerable in respect of their strategic parameters (operational costs and generated volume of investments).

Pursuant to the intent of its authors, the System was to ensure conditions for improvement of energy efficiency in respect of use, generation and limitation of losses during transmission of energy, in a simple way. This solution contains many inbuilt optimisation and anti-corruption mechanisms, but in spite of this fact there are still doubts from the side of the Regulator and some Market players.
The aim of the organisers of the White Certificates debate is to justify the necessity of implementing the Act on Energy Efficiency and obtaining the support of representatives of the economy and the public for the assumptions underlying this legal act (including the White Certificates System). During the debate we would also like to discuss the questions  of financing of White Certificates, competences   of institutions engaged in the process of implementation of the System and last but not least a possibility of replacement of White Certificates mechanism with any other efficient tool.
