Questions asked to the panelists:

1)     In your opinion, is the Polish telecom market properly functioning and, in particular, implementing the network neutrality transparency requirements set forth in the EU Telecom Framework ? Are there instances in Poland which call for the implementation of regulation on network neutrality or is the market competitive? Should any further initiative be proposed before the finding of the BEREC on net neutrality are released in February 2012 ? If regulation is proposed, will it affect consumers by increase or decrease in prices?. Could such initiatives affect the ability of telecom operator to invest in NGN or in the development of cloud computing services?

2)  In your opinion are regulations obliging the content providers (big portals and search engines) to participate in costs of infrastructure development necessary? Is the work currently ongoing at European level (European Parliament motion to be approved on 16th November, European Commission communication released in April 2011 and European Council Conclusions to be presented on 13th December) sufficient?
