The National Heat Map, commissioned by the UK Department of Energy and Climate Change (DECC), has been created with the purpose to support investment projects in the low-carbon energy sector in the UK. To this end, a publicly accessible web-based map has been developed which presents heat demand throughout the country.

The benefits of implementing the project are at least two-fold. Firstly, the heat supply sector entities are provided with an easy-to-use tool supporting the building of their development strategies for infrastructural projects. It helps identify locations where heat distribution is most likely to be economically beneficial. In other words, it is a tool which at the initial planning stage provides information on the most prioritising locations for conducting more detailed investigations (thus, it is not a tool for designing heat distribution networks as such). It helps planners identify priority areas for implementing low-carbon energy projects. Secondly, local authorities are provided with a tool allowing them to develop detailed energy management plans, which translates into the adoption of most beneficial development strategies and identification of demand for distributed energy. Thanks to this support to infrastructure planning, local governments can save time and money spent on data collection.

The Heat Map designed in the UK also indicates locations of power plants that have waste heat integration potential and space for new or extended power systems. Investments in new district heating networks or extension of existing networks are necessary in the context of improving energy efficiency in line with the European Union priorities in this area and the objectives set by national governments. Poland also needs a new energy policy that will not only be compatible with the targets set by the European Union, but also take into account the development of national energy potential and sustainable economic development.

During the debate, we will consider the needs and possibilities of creating a National Heat Map connected with the energy strategy for Poland and the National Programme for Development of Low-Emission Economy, drafted by the Ministries of the economy and the environment. The issues to be tackled in the debate will relate to the country's energy efficiency. The discussion will also cover forecasts and needs of the Polish district heating sector and its investment potential. We will attempt to answer the following questions:

  • Do we have the tools to support management processes in the heating sector?
  • What should be the target model of the heat market?
  • Do we need investments in new systems, or rather the optimisation of work of the existing ones?
  • What is the current condition of our heating infrastructure?
  • What are the trends in the demand for heat?
  • What are the requirements of the new directive 2012/27/EU on energy efficiency?
