This event will be held with the participation of Dr. Fatih Birol, Chief Economist of the International Energy Agency, Dominique Ristori, Director-General of Directorate-General Energy, European Commission, Janusz Piechociński, Deputy Prime Minister and Minister of Economy, Professor Jerzy Buzek, Chairman of the Public Board for the Sustainable Development of the Energy Sector, highest rank professionals, managers and politicians from Poland and Europe.
We are pleased to announce that Power Ring 2014 was covered by the honorary patronage of the Minister of Economy, Minister of Infrastructure and Development, Minister of the Treasury and the President of the Energy Regulatory Office.
The global energy market is evolving very rapidly while Europe is adopting ambitious targets in the field of climate protection. According to experts, this may bring about a number of additional challenges. Worries are raised that the road map, which is a document setting out the EU's overall strategy of building a low-carbon economy by 2050, may negatively impact Europe’s competitiveness in the world. In addition, in order to be able to plan their investments, companies in the energy sector need stable policy and transparent regulatory framework. Europe is doing everything to make it happen, but it is increasingly difficult to retain on the continent the manufacturing sector entities which prefer to invest outside Europe to avoid high energy prices.
The world does not want to follow the route indicated by Europe. Greenhouse gas emissions are continuously rising despite the positive example of the EU. At the same time, there are still large differences in terms of degree of prosperity of the individual economies within the European Union itself. Thus, how to manage, what rules to introduce so as not to harm those who are slightly less advanced on the market? There are strong opinions that the Community can allocate the burdens justly only when the weaker partners (eg. NPC (NMS)) are sufficiently supported by the stronger ones. An alternative might be to allocate the burdens in proportion to the possibility of their transfer – but in such a case, what would be the purpose of the EU? What kind of community would it be?
How can Poland cope with the challenges that appear in the context of the European energy policy? According to managers of domestic enterprises, the transformation of our economy should be used as a platform to develop new technologies that will create new jobs. It is necessary to maintain a positive balance between employment in the low-emission sector and jobs lost in the high-emission one. What changes have to be included in the energy policy in order to maintain the competitiveness of the Polish economy? What are the possibilities of creating an energy market supportive to the industry, and at the same time meeting the climate protection standards?
The conference participants will attempt to answer, inter alia, the following questions:
- What should be the formula of the European Energy Union proposed by Donald Tusk?
- How to share the burdens?
- Who should be supported and how?
- What example can the EU give to developing countries?
- What is a just method to measure emission reduction: the percentage method, per capita method and the GDP unit method? – this is the question asked by the poorer to the richer.
The conference will consist of several moderated session. Among the participants there will be numerous high-profile international guests. Each session will start with a keynote speech which will be followed by a discussion panel with the participation of leading representatives of the business sector, public opinion leaders and members of the Polish Parliament.
